cold idle problems, AMM questions

Hi guys, my 90 9000t has problems idling when it is cold (i mean really cold it is 15 in omaha right now). It will die a lot until it gets warmed up. When it is warm, the idle will still fluctuate a lot from 700-1500 rpm. I checked all my vacuuum lines, no leaks. The check engine light will come on for a sec and then go off, but it never stays on. From reading the posts, i came to be suspicious of my AMM (air mass meter). I put a multimeter on pin #3 and got 2.22 V at idle and 2.7V at around 3000 rpm. Is this shot? please help
