The cabin air sensor indeed is a sensor with a little fan in it. It pulls air in from the cabin over a temperature sensor. That's one sensor the ACC uses to set the cabin temperature.
That fan also sucks in dirt, dust, and anything else that floats in the air. If you shine a light into that little bulls-eye, I'll bet you'll see something that looks like a fuzzy caterpiller with a fan behind it. (Look when the car is off so that fan is off). That fuzzy caterpiller is actually the sensor, just covered with dust.
What I'd do is get a spray can of compressed air, like that used for cleaning keyboards. Spray that in, to clear the dust off the sensor and hopefully from the fan behind. That sound may just be some dreck caught on a blade. If that doesn't fix the problem, I'd use some DRY silicone spray. There are sprays that consist of silicone lubricant in an evaporating carrier. This leaves a dry film. I DON'T recommend wet lubricants, like WD-40. Those leave a sticky film that will attract and trap dust. If the silicone spray doesn't work, then the fan bearings are probably shot, and replacement it the only choice.
