ABS warning light/ brake petal activity

1993 9000 CSE
My ANTI LOCK light is on, meaning a fault in the system. I took it into the shop for something else, and had them plug it in to the computer. It said "main relay intermittent failure", so they threw in a used relay. It didn't fix the problem, so they told me it had "deeper issues."
No ABS, I'm ok with that.
However, today i was leaving the parking lot at school. The abs light wasn't on when i started the car, but as i was leaving, I was stopping to wait to get out of my row and the brake petal pushed back hard enough to go back up, while i was stepping on it. I didn't notice when it had come on, but the light was on at this point.
What kind of things would cause that (i'd like to fix it if cheap), or if i took out the abs fuses (there are two of them) would it prevent something like that happening? The warning light's on, so I don't have abs anyway, so is there any harm in pulling the fuses?
I didn't really notice if that impeded my braking ability, because i wasn't rolling very fast at the time, but you can see why that type of thing is unacceptable.
