Boost gauge behavior questions...

Am still new to the 9K with a turbo so have question about the boost gauge.
Normal position for the needle on my car is at the bottom of the orange. It never goes below that point.
It doesn't move a whole lot under part-throttle operations, but goes into the orange/red section under full throttle. Just how far it goes seems to depend on whether I'm running premium or not. Have had it to the bottom of the red once or twice. Half throttle, when cracked open suddenly, moves it to the middle of the orange.
Car has lots of power, so I think things are otherwise fine. SO...
Is this normal?
should I look for a vacuum leak
OR a lazy gauge
or ????
I think the hoses are rubber, not silicone. No idea of age.
Car is a 96 CSE
I know the gauge isn't supposed to be super accurate, but am curious.
