Life of seat belt charge is relatively unknown

The 9K series is equipped with an explosive charge in the seat belt retractor to pretension the belt webbing in a frontal crash, even in 9Ks without an airbag. The military (ejection seats) use a replacement cycle as short as 2 years for their charges, although older charges have been tested successfully. The automakers have apparently set 10 years as a service life in some, but there is no indication for the life in this 9K component. If you replace the seat belt retractor, the charge is integral to it.

Your problem may be a twist in the belt webbing inside the B-pillar trim at the spool. That makes the wound up webbing bulkier and impedes retraction. You may be able to pry the trim loose on the front to see if there is a twist. Other problems may be an unwound spring, which will look like a wad of spaghetti if it gets out of its case. The locking mechanism may be gunked up, if anything was spilled into the mechanism, but this is less likely.
