I have a 91 9000S that has the exact same diagnosis, and have been going through the channels to see what to do.
I already replaced the governor seals, which had no effect on the lack of 4th gear, as Jan stated.
Erikkson's (ZF transmission specialists) agrees with keith on one point, and adds another possibility. keith mentioned the C brake band, which Erikkson's also stated could be either broken or otherwise damaged.
Erikkson's also said that the lack of 4th gear could be because of a broken servo piston washer/diaphragm/spring, which is located on the firewall side of the transmission. Because of its location, it does not seem that one can replace any part of the servo piston with the transmission in the car (ESPECIALLY if the car has ABS).
Best of luck with your car--I'd call Erikkson's and get a more official diagnosis, however.
