Being a battery and charger specialist I would agree with Sam. Lead acid batteries start to gas (boil) at 14.8v @ 10-25degC. Considering that the engine bay would be pretty close to that ambient temp despite the freeaing climate, your battery has a good chance of being destroyed thru sulphation.
If I were you I would check the voltage at the battery terminals with the engine at idle revs using a digital multi meter. At idle the voltage should be 13.8v or below. If you still get 14.8-15.0v it's a fair bet the temperature compensation in the regulator is stuffed.
