Battery chargers typically put out 6 (the one I have), 10 or sometimes 20 Amps maximum current. A starter motor will draw MUCH more current for a very short period, and batteries are rated in HUNDREDS of Cold Cranking Amps (CCA), i.e. 700 CCA. Connecting a starter to a charger is not a valid test - you need more power than what is available.
Are you sure that the starter is the problem, and not the control circuit? There have been numerous cases of the ignition switch or an intermediate relay failing - don't know what your car has or what year it is.
If the starter was still in the car, with the main battery cable connected, you could try jumping the small control terminal directly to the battery (or the cable end). This would eliminate all the intermediate circuitry and let you know what's really going on.
