Basically, the alcohol in the washer fluid attacks the rubber in the one-way valve. Many people have devised ways to fix these (search the archives), here's what I did:
Cut a 1 centimeter diameter rubber disk out of an old bicycle tube (others have used rubber gloves or overhead transparency sheet plastic). Pry off the cap of the one-way valve with a small screwdriver - careful, there is a small spring and piston inside, you need these parts. Clean out crud, insert new disk. Snap cover back on. Done.
