Since I know that you drive a turbo, I assume that you are referring to the elbow between the aluminium pipe that attaches to the intercooler and the throttle body - right? A tear here will certainly cause a "boost issue"!
If so, I suppose that it would be possible to patch this with a rubber/tire patch kit that you would find at auto parts stores. This might only last a short while though, as the elbow is reinforced with fabric or cords and multiple layers of rubber - it's under some amount of stress. I would get a replacement either from a dealer ($$$) or perhaps a used one from a recycler. Similar elbows are also available through aftermarket performance suppliers, like Hosetechniques, who have them in silicone (in colors!) - but you will have to figure out whether one will fit a SAAB - you may want to ask on the Performance board. Let us know if you find one.
You may also want to figure out why yours is torn - bad engine mounts, or too much enthusiastic driving (winter in Chicago?)!
