You can call your local SAAB dealer service department and ask if this recall has been done on your car - they track recalls in a central database according to the Vehicle Identification Number (VIN). My understanding is that the recall consisted of snapping a plastic shield over the SRS circuit, kind of like an umbrella to try to keep it dry, and if leakage was already apparent they would replace the heater core as LesH said. If you are inclined to look for yourself, pry off the left side carpeted side panel from the center console (near the accellerator pedal on US cars) - it's held in by plastic snap connectors. The black plastic cover is about 4 inches by 6 inches. While you are in there and if you have a manual transmission, spray silicone on the rubber boot around the shift rod where it passes through the firewall to reduce squeeks.
Note that the SRS light may or may not have anything to do with a leak, or a low voltage, or a bad phase of the moon. There are plenty of messages about it in the archives. It can be reset ONLY with a SAAB tool like the Tech-II.
