Your 95 CS has a bypass - hooter valve just like a FPT. Was the BPC valve plugged in, the connector for it maybe tucked in towards the fender If the BPC is plugged in it should buzz when the key is turned on. Search the archives for # 12455 for a description if a LPT to FPT conversion.
