Search the BB for governor seals, or look for another post under my name. I just did the governor seals on my 91 9000S, and it was fairly simple and straightforward. Weird tools you'll need: 36mm socket, T27 Torx bit (I think), and probably some new tranny casing bolts (there's 13 of them, and odds are that some will get wrecked getting them out).
Directions can be found on Townsend's site, and you do NOT have to drain the fluid.
However, before you get started, go through the transmission flowchart on Townsend's site--it will help you pin down more specifically what the problem is. You could all call Erikson's (they deal exclusively with the ZF transmission that Saab used) for tech support--they should be able to diagnose things over the phone.
