Powdery film where turbo meets manifold...

I've been noticing now for about 6 months that there is a white powdery film surrounding the spot where the turbo attaches to the exhaust manifold. I started to think that this might be due to the extra weight of the JT 3" system pulling down on the turbo since I did not re-install the engine block-to-downpipe brace (I know, silly mistake).
Now I see this same stuff in other areas of the exhaust system as well. I see it where the downpipe attaches to the turbo, and at the flex-joint of the dp.
It's not a lot, and if I touch it, it does not rub off. It's not road-salt, so I'm thinking it might be exhaust leaks. I thought exhaust leaks would be black-colored, not white.
I've also noticed within that same timeframe that the engine/exhaust sounds a little more "rumbly" up front. Not loud, just more of a rumble sound/feel.
Is there a gasket at the spot where the turbo meets the manifold? I know there isn't one at the dp-to-turbo spot, which is why I used a ton of silver grease on that connection when I installed the JT about 2 years ago.
Any ideas?
Could this be a major reason for my fluctuations in boost, esp. the fact that most times I only have base-boost to slightly into the dashed-area?
