look for voltage on the fuses Low Beams then High Beams. On my 93's (I think my former 91 had it like mine do now) the fuses are past the Hi/Lo Relay and then the 'Control Relay -(pictogram sensing)' so they are good test points along with the high beam dash indicator is fed off of the left high beam from the load side of its fuse.
Two source points to look for: in the hi/lo relay there is a power on relay (SPST single pole single throw)which feeds the Hi/Lo choice relay (SPDoubleT). The first is working as you have low beams. You may have burnt (resistive/ open ) contact on the High Beam side of this relay. OR you could have a cracked solder joint on same relay or in the Control relay. Remove covers and eyeball for hazy / cracked solder joints.
Headlamp route discription:
Battery Power>>Dist. Link @ Front of Batt>>Pin 30 of Hi/Lo Relay>>SPST>>SPDT>>Low Beam output on pin 56a/High Beam output on pin 56b>>wire connections to Control relay on same pin #'s>> solder connections from base of module at a 90°angle to circuit board with devices on it>> back out thru solder connections to base to 56a L & R or 56b L & R pins of relay>>fuses for lamps>>wire connectors out to sockets of lamps>> lamps>> wires to grounds.
