3 pin APC? Any connections open or short circuited?
Unplugged? Wiring only I assume.
This is a T5? If so you can remove the supply hose to the IAC and watch the valve move while the engine is idling and while an assitant changes gears etc, unplug, reconnect etc. I don't know if that will help.
If the outlet side, the one that goes below the throttle plate, is opened up, you will have very high idle air flow!
Some have found throttle stops to be out or range and their DIs could not cope, but were ok with the throttle stop adjusted. Try a shim or be able to otherwise restore the throttle stop adjustment if thats not going to work.
