Tons of posts on TCS issues here, search for TCS and read till you can't stand it anymore...
You're in Limp Home Mode (LHM) with all its attendant symptoms.
I assume a European '91 model has the same TCS as a 92 in North America (could be wrong!!).
On a 92 the throttle body (TB) should be updated to the latest version as the earlier ones had many more problems. From an earlier post by SWEDECAR: "The throttle body installed from factory on 94 and 95 is the same throttle body that is installed when updating/reparing a 92 and 93 year models. P/N 9170705 ( you can read the partnumber on the black cover where wire harness is attached)"
Also you need to check all vacuum lines for leaks and proper routing, and test the TCS safety valve on the firewall. More from SWEDECAR: "The same suggestion as always is, replace all vacuumhoses and the grey/black checkvalve. Check resistance at dump/bleeder valve (on the firewall) when the car is piping hot ( very important, since resistance goes back to normal when cold) 30 Ohm +-3 Ohm. Clean electrical connectors."
This should get you started.
