Answering the second part first - I've known a person who has done this, and he is an otherwise normal sort of people. I've had the opportunity to switch between non-balance-shaft '88 2.0 9Ks and balance shaft versions. I found the '88 to be buzzy and noisy by comparison, and I can't imagine a 2.3 version to be anyting but a small but noticeable bit worse. You certainly *can* live with it as any number of people have with other largish in-line 4s. The vibration doesn't really peak, it just builds to a point and from then on increases in pitch.
As for the first part, I think the tensioner might be an issue, since it's now unconstrained. The person I know who has done this goes in through the timing cover and replaces the cam drive sprockets, chain, and guides along the way. I don't know what he does with the tensionr, which is supplied with pressureized oil. Maybe he plugs the gallery that supplies the tensioner. I know he leaves the balance shafts in place to prevent oil hemmorage.
