Failed Emissions - very high CO% at idle

So... the Saab failed emissions. The only things checked in WA are CO(%), HC(ppm) and CO2(%).
So, @25mph, all levels were ok. HC and CO were 1/2 the limit and CO2 was well above the minimum.
However, at idle, totally different story.
- CO was at a whopping 8.x% (the limit is 1.2%, and the car was putting out .6% @25mph).
- HC was 3xx ppm (limit is 220 ppm).
- CO2 was still fine.
Sounds like I'm running rich right? Anyways, got home at night and pulled out the multimeter to check O2 sensor operation. The voltage starts at 0.2V (lean) and steadily climbs to 0.7V (rich) and stays there at idle. No oscillating like expected. Now, O2 sensor is 1 year old, Air Mass Meter is 1/2 year old. The AMM is adjustable via a potentiometer screw for rich vs. lean. The adjustment makes no difference to the O2 sensor output. A quick movement of the throttle causes the O2 sensor to move around quite a bit (first lean, then rich) - leads me to believe it is working.
What gives? Any ideas?
