Soft brake pedal (fade) on 93 CDE w/ MkIV ABS

I am looking at buying a cheap 93 CDE w/ 150k. I have had several 9000's but none this "new". The most intriguing (troubling?) of the issues this particular car has is that the brakes feel strong the first second or so, then the pedal gets soft and fades. There are no ABS or FLUID lights showing. My guesses are:
1) air in the system (maybe a poor bleed job recently?)
2) bad seals in master cylinder (SAAB has an $80 seal rebuild kit)
3) small leak in the vacuum booster (no external vacuum leaks detected)
Any thoughts? I want to avoid an $800 parts bill on a $1300 car!
