lost in any particular point. Did you just start shotgunning it hoping it would work? Test light or meter.
Since you have High beams we know there is power to the hi/lo beam relay.
Test for power on the Lo beam fuses in this fuse relay box. Two of lo and 2 for hi. Yes = relays are ok suspect sockets on headlamps. No = relays or sockets for relays.
Pull the tall module marked Control Relay and see if ther is full batt level at the 56b tab's socket were the module plugs in. This will confirm if your hi/lo relay is powering up to run the lo beams.
No juice on the 56b connector? take cover off or wide hi/lo relay and see if there is power getting thru contacts to the 56b blade. If yes then remove two screws holding base plate and look under at the wiring from socket to socket. You can also test for power leaving relay hi/lo 56b to wire to 56b socket on Control Relay 56b connector.
