Remove the rust / "polish" the cylinder and piston with grade 600 or so sanding paper. Small scratches really don't start to leak - actually one can be surprised how big pits and scraches are not causing leaks with new seals... I think once I polished cylinder in my brakes with 120 grade without no problems.
Easy way to get the piston out of caliper is to make it move before you take it out and disconnect brake lines by pumping the brake so that piston comes quite out. If it is stuck then use C-clamp or some other method to push it a bit back. Main idea is to make it move back and forth. Once taken out of car also foot pump air pressure can be used to push the piston out (careful, it may pop out with quite a power!).
If piston is corroded (plently of deep/large pits) you could replace it.
Replace all the gaskets/seals (buy repair kit).
Use brake/rubber glue when assembling.
If the bleeding screws are corroded one could also replace them...
Or as easy/quick fix replace the whole caliper,,, choise is yours...
