How to remove fuel pump cover?....help please

Ok so I got it all apart...fuel stains around the big ring, AND inside the well where the lines are, but not sure exactly where it is leaking. From what I see there could be a number of places. One of the two lines leaving the center of the big ring,the ring itself, or what looks like a vent pipe? The little plastic pipe sticking up next to the electrical harness..is there supposed to be a overflow hose of some type connected here ? Popped the lines off (carefully) but still cant get the ring to budge..broke one of the tabs..ive seen others post that they made a homemade tool to do this..is this my only option? Others have said use a strap wrench, however I dont see how you could get one in there for leverage? ...In the meantime ive been running only a 1/4 tank ...Ill fill it up and see where its actually leaking..any advise on how to twist the big ring ? Thanks much !!!!
