There are several potential areas that can cause sluggish response off the line. The direct answer to your question is yes, low base boost will cause a slow reaction when accelerating, but you need to know what caused this condition, as it does not change dramatically overnight on its own. Just "resetting the base boost" will not cure this issue. Some potential areas to look at are:
1. circlip rusted off of the wastegate actuator connection, allowing the wastegate to "flap in the breeze", turbo therefore produces little power. It's an easy fix, look underneath the car (when it is cold!) at the wastegate linkage to verify that it's still attached.
2. defective turbo bypass ("hooter") valve - to test, suck on a hose attached to the vacuum port; if it leaks, it's bad.
3. cracked, leaky or disconnected vacuum hoses. If your 1992 car has the original hoses, do yourself a favor and replace them all regardless, it's time.
4. PCV one-way valve - disconnect it and blow/suck on a hose connected to it; should allow air to flow in one direction only (towards the intake manifold).
5. Missing vacuum cap (little rubber piece that fits over a vaccum connection) on intake manifold.
