'86 9000 Blowing Fuel Pump Fuses - Please Help

Hi all,
My wifes 1986 9000S killed on the highway home. She said she heard a "click" and then the car quit.
I tried restarting it without any luck at all. Checked the fuses and sure enough the 20 amp fuse for the fuel pump was blown. I replaced it and tried to start it again. The fuse blew immediately when I turned on the ignition to start it. Tried it again with same results.
Before I start the nightmare of tearing into the wiring and suggestions or troubleshooting tips first?
I had someone tell me that when fuel pumps go bad that they can cause fuses to blow. True or false? Is there anyway to test the fuel pump to see if it is ok with a meter or somthing else? There shouldn't be power to it if the fuse is blown so I can't test it that way.
