The other safty valve is mounted near battery on inner fender. My understanding is that it is only used with cruise control and has no affect on noncruise control opperations. Both Safty valves (fender and bulkhead location) should have a resistance of about 30 ohms between it's two terminals. To test Check valve, apply a low pressure (less than 0.2 bar) to red or black end while holding white end under water. The valve is good if no more than 1 bubble per second emerges. I am not sure but I believe the resistance of the throttle body sould never be greater than 200 ohms between terminals 1 and 7 when you use your finger to move the flap slowly. This part is more than $700 new so please confirm what I recommend before replacing. FYI, the new Throttle Bodys have gold plated terminals which are suppose to be an upgrade. I hope quick success for you, Todd
