While the wind chill effect is real, the ACC units I've known have always been good at adjusting and holding a steady temp. If you're not satisfied with nudging up another two degrees, perhaps your cabin air sensor is on the fritz. That's the bullseye in the dashboard near the seat heater switches. Typically it seems these die by making noticeable noise for awhile, but not always.
Alternatively, you might like to try resetting your ACC by pressing the Auto and Vent buttons simultaneously. I've known several ACC units that get "confused" from time to time and resetting them in this fashion fixes them for a good while.
Finally, if after the reset completes itself (after a minute or so), you are shown a number on the display in the single digits greater than zero, that means you have that many faults in your climate control system. Could be, given your finicky temp results, a screwy stepper motor that controls the temp mixer flap in the aquarium.
I'd side with the alzheimer-afflicted ACC unit or a fading temp sensor if your own aging body is not to blame. Give a good try to Ari's advice, however, as you can usually predict the tides according to his comprehensive knowledge!
