turbo needle dives into red

I own a 1993 Saab 9000 aero. Recently my turbo needle has been diving into the red (the very end of red zone)with anything more than moderate acceration. I have taken it to the dealership and they originally said the wastegate was stuck so they fixed it. But i took it for a drive and the problem is still there. It rarely ever happened in first gear and used to do it in all the other gears. Now after the "repair" it does it in 3rd,4th,5th ( with anything more than moderate acceleration) and 2nd(but only with hard acceraltion).
Any ideas or suggestions
