If you weren't getting enough flow through the intercooler, the elbows would be ballooning out, not sucking down, so it seems to me.
You mentioned that this car had suffered front-end damage -- perhaps something's wrong in the intercooler, but then that would most likely result in a blockage.
I wonder if your bypass valve (the one sticking out the front of your stainless steel intake pipe) is stuck open? Normally these stick closed and cause turbo backpressure to stall the engine on deceleration, or cause rough idle conditions. However, this again would create pressure, not vacuum, in the intake plumbing.
Have you checked your air filter/filter box? This may be blocked as well, or maybe was crushed if that area of the car was damaged in the accident.
Finally, perhaps the elbow bellows are old and crappy, and simply collapse down on themselves and restrict things?
Just some ideas to try....
