Yes, it's one path once the valve is open. But, it seals better (& may make the diaphragm types more durable & less prone to hooting) in one direction, & offers more turbo "fail-safe" in the other direction.
The way Saab most often (but not always) installed it was with pressure from the IC coming into the side port. Since this begins to vent at lower vacuum pressures, this is the more "fail-safe" position. This pretty much insures you won't get any turbo lag between shifts, but higher-than-stock pressures can leverage the seal open & allow some peak boost leak.
With the pressure from the IC coming into the bottom port, you'll get slightly better sealing. Pressures greater than stock LPT systems could probably benefit from this orientation, as it wouldn't leak as readily. Also, with boost pressure hitting the face of the daphragm, it tends to keep it from vibrating quite so much & could allow it to last a bit longer & "hoot" a bit less. This is also the preferred way to orient most of the piston type valves, as it allows piston travel to operate in-line with boost air flow.
