At idle, the gauge should read slightly below the position it sits in when the car is off. This indicates a vacuum in the intake manifold, meaning that the engine is drawing in air, no turbo boost. If not in that position, there is a good chance that the hose going to the gauge is leaking or broken, which happens with age and heat. Follow the hose that comes off of the turbo bypass valve, take a look under/behind the intake manifold, and you will see a "Y" connector. One branch of this goes through the false firewall to the gauge.
Repair can range from snipping off the ends of the hoses and reattaching to complete replacement of all the vacuum lines - strongly suggested on a 11.5 year old car.
