they are plugged in. A test light is good enought to do this. If no power there unplug the tall skinny Control Relay (Pictogram Module) and see if there is power on the socket for the 56b tab on that module coming from the Hi/Lo Relay. If no then H/L is at fault, if yes and no on the fuses then it is in the connectors of or the module itself of the Control Relay. Sometimes the grip of the base connectors can be loose and these can be tightened by removal and compression and reinsertion into the base plate. Most likely it is cold solder joints cracked open . Since it is both the low beams I would first look into the h/l relay on the solder side of the board. Highest probability of a cracked solder pad. Look up past postings for DIY fix for pennies.
