AIC Valve (Long)

Hi there,
I have a question about my AIC valve (94 CS FPT Auto), I have had an idle problem for a while now, checked and replaced all my vacum lines, took AIC valve out and cleaned and lubed it as well as TB, but the car still idled at 2200 RPM or so. I also checked throttle position switch, intake air temp sensor, coolent temp sensor etc., all are within spec and no CEL's. What I did as a temporary fix was put a hose clamp on the AIC hose leading to the throttle, tightened it down about halfway or so and got my idle down to 1000 RPM or so. I thought for sure that the AIC was stuck open but it isn't. After removing the hose from the valve to the throttle housing and looking down into it I found that the valve does open and close while changing parameters on the engine (AC on/off, in gear or out etc.) but the flow of air seems to be the same whether or not the valve is opened or closed, and all I've done is restrict the air flow by clamping the line. My question is could the valve be leaking internally so that to much air is coming through regardless of the valve position?
Not a huge problem, but been driving me a bit nuts for a while now, any advice appreciated.
Thanks,
Derek
