Yes, that is probably APC related. However, running at "Base Boost" can have lots of causes.
The APC box is under the front seat; the APC solenoid (dohickey with one electrical cable and three small hoses) is mounted on the rear of the radiator.
If the APC detects knock, it'll reduce boost. The APC system fails safe to base boost (about 1/2 into the yellow). As an example, if the APC solenoid (on the radiator) loses electrical power, you get base boost.
I would make sure the wires to the APC solenoid are OK. I'd re-seat the connector on the APC box. I would also run a tank of premium fuel, if you already aren't. If your car has a distributor (non DI car), make sure the timing is correct. If none of that works, check the Archives for Base Boost.
