Turbo "center section" replacement - 91 9000 "Aero"

My wifes 91 "Aero" (don't say it) has just been diagnosed by the local Indy garage as having a dead turbo. The car IS smoking fairly heavy from exhaust pipe, and was somewhat gutless the last time I drove it. The Indy garage quoted her nearly $1K for a turbo replacement, but he went on at length with her about "finding the root cause". I understand the oil feed/return lines can plug, but what else can there be? The car has about 130K on the clock and perhaps this was the original turbo.
I have a fleet of 900's, and have read on the C900 board that one can buy a replacement center section and/or send the existing suspect section to a rebuilder somewhere. Can anyone advise me to whom to send this, approx. cost for just a center section rebuild, and any downside to just replacing "the moving parts". One of the site sponsors has a complete replacement Turbo for approx. $395 after core exchange.
I am fairly handy with the 900's, having rebuilt 5spds and done all manor of other swaps/head gaskets, etc, so I am sure I am capable. Just ordered a Haynes manual for this car.
Please advise!
