The AC compressor clutch will only engage if the fan is turned on - settings settings of 1-4, but not 0.
The AC clutch relay gets the signal that the blower is turned on from the position of the switch. However, the thermal fuse that blew removes power from that switch. So therefore, the AC thinks that the fan blower is turned off, and the AC clutch won't engage. Fix the thermal fuse, and the AC will work.
