I think CSE just means a higher spec car than CS. Leather and all that. Someone else has a better answer, I'm sure.
As for TCS... It's usually just fine. You will go years without a problem. But when you do have a problem it can be really, really tough. Some of the parts are very expensive. It's hard to diagnose without special tools, and most mechanics have the tools but not enough knowledge of the system to diagnose it well. It can take a lot of patience-- and clear, analytical thinking. When it does malfunction, the car goes into limp-home mode, and they are not kidding about the limp. To add insult to injury, it's not even very helpful. A limited slip diff would be better.
Bottom line? I have two cars with TCS. It hasn't cost me much to fix it when it broke, and it hasn't broken a lot, so it's not that terrible. But I'd still be happier not to have it. I'm sure you'll get plenty of opinions on this.
