Aero paint question

My 97 Aero (40k miles) is in about perfect condition except one funny thing, over the last year or so the paint seems to be peeling off the plastic insert piece that sits horizontally above the front bumper and below the grill/headlights. The car has not been hit or anything, has not bumped anything, it just seems the paint stopped sticking to the piece.
I am wondering did anyone else have this problem if so what did you do. I suppose the piece could be removed and repainted. Alternatively it might look ok to just peel off all the paint as it is coming off anyways. I can't really tell if the piece is black or colored as the car is dark green and it's a bit hard to tell. Ideally I would like to get it to the original condition but of course I'd have to take all the front apart to get the piece out to have it repainted. Sure would appreciate any comments / information.
