Rear Wheel Bearing Question...

...I just got a new rear wheel bearing from eEuro. My mechanic confirmed that the mysterious noise I'd described on the BB in earlier postings was the rear bearing.
My question (and sorry for the non-technical words): When looking straight-on at the bearing, it's like a circular piece within another, larger circular piece. The "inner circle," when the bearing's in place, will be stationary, while the "outer circle" spins. On the "inner circle," there's a rubber gasket that's connected to it and seals between the inner and outer "circles." When you spin the inner "circle," that rubber gasket's outer edges rub against the surface of the outer "circle."
Is that normal? Reason I ask is that it strikes me that the rubber seal would wear out very quickly if it's always rubbing against a stationary part of the gasket.
Will somebody please educate me?
