I really wouldn't put them on my car, unless they were free and I was really short of cash. There are a number of issues that, I think, will leave you dissatisfied:
I am assuming that your car was 195/65/15 as stock. I know it may also have been 185/65/15 or 195/60/15.
1. These tires have about 7% less rolling circumference than stock. This means that your Speedometer and Odometer readings will be off by 7% (They will be 7% high). This means a speedometer reading of 75mph at a true 70mph, and your car will have an additional 2,000 miles on it after 30,000 miles on these tires. I don't believe it's possible to reset your clocks for this difference in wheel size.
2. With correctly sized tires, you will have (say) a 205/60/15 or 195/65/15. A 195/45/15 tire will be very different in nature from this. The sidewall will be stiffer, the ride harsher, the noise greater, the risk of wheel damage from a pothole MUCH greater. If you lived where I do, it would just be a matter of time before you bent a wheel with 195/45/15's! Just the cost of one wheel straightening would probably offset the savings of buying the tires, and you would probably end up not being able to find a replacement tire (Tire rack doesn't have Bridgestone Potenzas in this size, so I suspect they are being discontinued, which is why they're so cheap).
3. The fuel consumption will increase by 7% - that's a couple of bucks a week at present prices.
4. The nature of the car will be totally different - I suspect you would be horrified!
5. No matter what year your car is, but especially if it is a CS or CSE and has stock suspension, it will look like it has lifts. You will be able to fit your head between the top of the wheel and the edge of the wheel arch.
I really wouldn't recommend it...
