Unstable boost

A few weeks ago I installed a 3" JT exhaust system on my '97 CSE.
The base boost is adjusted to about 6 psi. ECU is stock, K&N open
filter.
I had an opportunity to drive a couple hundred miles today and
ran a few adaptation runs in 5th gear from 2600 to 4000 rpm.
Boost would spike to 16-17 psi and settle back to a nice stable
13-14 psi until the speed alarm went off at 105. Everything seems
great.
I made a couple of runs in 4th. That's where the unstable boost
showed up. Starting at 2500, boost went to 16-17, settled back to
13 and then as the rpms reached 4000, there was a surge to 17
followed by a reduction to 8 or 9, and then a rapid surge to boost
cut-off. It seems like above 4500 rpm I get these large boost oscillations from 8 or 9 to 18-20 and back again. My guess is the
same thing would happen in 5th, if I dared to get the rpms as high.
I suspect it has something to do with the BPC valve. When I got home
I cleaned it with some carb cleaner, and used some spray lubricant.
Any other Ideas?
