I'm guessing, but yers does not have the APC system does it?
Being a DI car.
Just replaced the APC unit inna 87 after a year of struggling with a 'clacking' Solenoid and inconsistent Boost.. they apparently DO fail, however rarely.
But what I've learned.. onna APC car :-) is that your base boost should be set for approx 6psi..using a Good quality Gauge..If you don't yet have one.. try this it's $10!! (YES!) and is V good. 0 to 30 lbs

$psi is not even close.. Atre you sure the Actuator is any good? these usually lose internal spring pressure with age.. giving your symptoms.
It's possible..and even a decent/permanent solution.. to install a Hardware Store Spring as an assist to the tired return spring in the actuator.
Problem is its a Real Bitch to get in there to do this and If you won't/can't figure out how shouldn't really be trying :-)
