My guess is the one covering the truck, assuming that they are 100% at fault. Naturally, they will try to pay as little as possible, and "overlooked" the shifting issue, as their adjuster probably didn't drive the car. If your problems occurred directly as a result of the accident, and this will be hard to prove unless it hasn't been driven since, you may want to point this out to the adjuster and renegotiate the settlement.
If it's the other company making a lowball offer, and it's 100% the truck's fault, you should get your own insurer involved, settle with them, then have them subrogate the issue with the other insurer. Allegedly this will not affect your father's rates, assuming that you are in a "normal" kind of insurance state (i.e. not a "no-fault" state).
If your father has used the same agent for a while, ask him some questions - he receives a commission for handling his clients, not just for his holiday calendar and keychains (or whatever).
