Do the low, or 'dipped' beams for those in Europe, still work? If so, then it sounds as if you have the very common switch malady, that likely has nothing to do with the relays. Particularly if your high beam flash still works, but the high beams will not stay latched on, it's a problem inside the switch. You can remove it and disassemble if you like puzzles, ok well it isn't that bad, but there are a bunch of small parts. :) It's pretty easy to get to, you just need to remove the plastic covers on the steering column and unplug the wire harness. Now, if the problem is as I describe, what you will probably find inside the switch is a little square plastic cam that is meant to latch the high beams in the on position. If the high beams won't stay on, this cam will no longer be square, it will be round. Naturally, Saab doesn't sell this little part, and if you try to go with a used switch, unless you happen to find a nice low mileage one, it often will have the very same problem. Saab wanted over $200 for that combination switch the last time I checked. I got lucky and got a used one for $40 I think, and it's been good for several years. Some people have reported good luck in rebuilding the worn cam with epoxy, making it square again, and if you are handy with small parts, this is certainly the cheap and perhaps even best way to go.
Anyhow! If that is NOT the problem, and your headlights don't work at all, well then it certainly could be the relay, or it could be the headlight switch, or the wiring in between everything. I'd need more accurate description of the problem to narrow those down, so please fill me in. I personally feel that the relays in the '86 and '87 9000 are a bit more reliable than those in newer models, only because they are all inside, out of the weather, instead of in the engine compartment. That of course is pure speculation, but I have yet to change a relay on my car.
