Boost Problem

First of all, thanks to Street for helping solve my base-boost-only problem a few weeks ago. New BPC valve, and full boost agin.
When I accelerate hard, I get full boost (past the red) as expected.
My problem occurs if I accelerate such that boost pressure comes up slowly. When I do this, I occassionally get some hesitation, not quite bucking but definitely unpleasant hesitation, as the boost gauge needle hits the broken-red area (between the yellow and red segments).
My BPC and bypass valves are new. My plugs are the proper NGK ones with the correct gap. I can manually move the waste gate actuator lever, so it doesn't seem to be sticking. Hoses seem fine, nothing obvious, and of course, I can still create full boost as I mentioned.
What should I look at next?
