The starter motor is tucked low on the engine, between it and the firewall. Starters tend to grind, not squeal. Not that close to the belts. Of course, anytime I hear a startup squeal, I think harmonic balancer (main pulley). Have you inspected that? Draw a line across the face of the pulley and do a start-up and shut-down. If the line is no longer straight, the pulley is shot.
How does the belt track on the tensioner pulley? It should be right in the center. If the belt is off to one side, then I'd suspect the main pulley, but it could also be a sheared tensioner bolt. the tensioner should not move a lot.
Did you actually change the pulleys and re-use the belt? I guess that's OK, but I'd change the belt and throw the old one into the trunk as a spare. Did you spin all the other accessories to make sure they're moving OK?
Is the squeal continuous, or just on startup? If it's continuous, you can use a short piece of hose, one end held up to your ear, to localize the sound. If startup only, I'm back at the main pulley.
