Clutch problems: Master cylinder?

I have a friend at work with a '91 9000 with clutch problems. It's not leaking fluid out of the car, but his pedal is all over the place, and he is actually using a bungie cord to bring it back up! Amazingly, he is still able to drive it, although the disengage point is a guess with every shift. His mechanic says "new clutch", and I say probably a master cylinder.
Has anyone seen this and are there opinions on this?
Thanks, and btw, I have a 91 9000 that I am planning to retire as well as two rebuilt trannys. Let me know if anyone needs parts. I may be able to help.
