Without getting technical, the xW- portion is a reflection of the resistance to flow at very low temperatures. Without gettin out my references, I think the 10W is measured at -20C, the 5W- at -30C.
Particularly with a synthetic, you probably wouldn't ever see it cold enough to make a noticeable difference. Back 25+ years ago, AMSOIL had only a 10W-40, and it allowed startup at -30 F when non-synthetics were solid.
As far as the upper number, it is a reflection of the resistance to flow at 210 F. A 0W-30, 5W-30, or 10W-30 will all fall within the same viscosity range at that temp, which approaches operating temperature.
