'92 9KT failed Mass emissions

My '92 Turbo failed Mass emissions due to extremely high hydrocarbons (about 15 when the limit is 1.2). The engine runs beautifully. The cat shows some wear, but isn't in bad shape. Baffled, I went to my mechanic and after careful pondering, we realized that because of the TCS system, the car can't be tested on the dyno. When the car runs on the dyno, the TCS system is constantly trying to compensate for what it believes to be serious front wheel spin by cutting engine power. We think this is causing the high hydrocarbon reading. We did a two-speed idle test at the shop and the HC readings were almost zero. Now the problem is convincing the state to allow the car to be tested using the two-speed idle test which it is reluctant to do on a two-wheel drive vehicle. Has anyone else run into this problem, and if so, how did you get around it?
