I have Catz in both hi- and low- beams, and PIAA in the foglights. Color is near identical to HID, and brightness is, well, extremely bright! The road is completely lit up at night. Signs glow an eerily white from the reflective properties from the brightness. My headlights are aimed correctly, so I never have oncoming traffic being blinded.
These higher performing bulbs generally use exotic gases in the bulbs, as well as a coating on the bulbglass to bring the color close to bright white (as opposed to amber, such as oem halogens). The wattage is then bumped up from 55/65 to 110/130, but still draw the same amount of power. I have had mine for over 2 years, and have had no problems (except that the PIAA's burned out and have had to replace them).
There are many brands out there. Search this board on this topic and you will find the different manufacturers' names.
I had to try several different models until I got the right color and brightness that I was looking for. I do not like those "blue" lights, so I bit the bullet and spent the cash to get higher-end bulbs. The Catz were $60 per pair ($120 for both sides, # 9005 and 9006), and the PIAA's were $25 per pair (H3, 55W).
You can also get small bulbs to match the color of the headlights. These are located within the headlight assembly and are called "marker lights". Mine are also PIAA and cost $12 per pair (I think the # is 168/192).
